am commanded by My Lords Commissioners of

the Admiralty to forward for the information of the Secretary of State for the Colonies, a copy of a report which has been received from the Commodore in Charge, Hong Kong, relative to the regulations which are in force in Japan as to the provision of passports for Naval Officers travelling via that country.

2. With regard to paragraph 2 of the report, I an to enquire whether it would be possible to arrange with the Colonial Government to remit the charge of five dollars for passports to be issued to Naval Officers and ratings for journeys undertaken in the course of

their duty.
